Pulling the call-out list…
How the list is built
- Journey slots: REW past 6 months, then Crew Chief, then Probationary only, then TLT. A career REW under six months who is already off probation is not on the probationary step. Lowest hours win inside each step.
- Push-a-crew (Crew Chief) slots, MOA 6.A: Crew Chiefs more than 6 months after their Crew Chief start date, then probationary Crew Chiefs (6 months or less), then Career Service REW Leads, then REW with 3 yrs as REW, then any other REW. No six-month condition for the REW steps. Probationary REW and TLT can never be assigned Crew Chief or push a crew. Lowest hours win inside each step.
- A probationary employee cannot be the only person on a shift.
- A holdover is not open for bidding. A cancel with less than 15 hours' notice before the shift starts (MOA 2.B.1) is offered to off-going employees in the affected classification, lowest OT first, then the full call-out list.
- The Rail week begins at 10 PM Sunday (MOA 2.A.ii), so a Sunday graveyard belongs to the next week. Sunday day and swing stay in the week that ends that night.
- Emergency (MOA 2.B.2) can skip the low-hours person, before or after the week is locked. The admin records a type and a reason, and it is logged. A chief's shift extension is logged as hours and is not a call-out violation.
- The jobs list is posted Tuesday at noon. That is not when signup closes. Rail signup stays open until it is pulled after 7:00 AM Thursday, and assignments are posted by 2:00 PM Thursday. Locking the week posts the hours. A refusal is not charged.
- Cancel more than 48 hours out and the hours come off. Inside 48 hours, that person goes to the bottom of next week's list.
- You cannot bid over a regular shift you are already scheduled that day. Days off are open.
- No one can be awarded overtime that makes a continuous work block (regular shift plus overtime, back to back counts) longer than 16 hours. An admin can allow up to 24 hours on a specific slot, and that slot is marked "Up to 24 hours allowed". Admin emergency picks may go up to 24 hours. Nothing goes over 24 hours. The cap is a board policy setting (16 or 24 hours), not a contract rule.
- The call-out list is zeroed at the end of the pay period before the pay period that contains January 1, not on the first Monday of January. Last year's order is used only until the new list posts the following Tuesday. After that, a tie goes to the person who worked overtime less recently.
- A new person is not averaged in at hire. They are averaged in only after probation is completed. Someone returning from OJI longer than 30 days is averaged in separately, and that average does not include them.
Hours follow MOA 101U0226 and CBA Article 14. Pay rates are not calculated here.
